Launch the launcher from the .exe and not from the shortcut, in this way it will work… but as you can read, it is not possible to change language other than english.
The Custom Launcher solves this problem

To use previous savegame files you have to convert them using the Empress Ubisoft User ID.

The same for me, nothing happen when i launch. even after restart and after having check to run as admin.
I read that disable hyperthreading in bios could be a solution
