Yes, This version is the easiest one to mod. GOG is possible but existing collections will need changing and hassle.
This only includes the free CC from the anniversary update release and doesn’t actually have any of the other CC content from the Anniversary Edition
and the only AE version that is up to date here is the GOG version which is practically unmoddable
