Last Nvidia Cyberpunk graphics update is the issue why it is a black screen crash.
Answer is to go back two two
Nvidia Version 457.51 and it will work right away!

Attention, Guests, Members and Gamers alike, if your GPU or Graphics Card does not have Pixel and Vertex Shaders 5.1, you will not be able to play the game, as this is a requirement for the game to determine the compatibility of the graphics functionality during calculation of effects on a pixel level.
Depending on the desired resolution that you attempt to play the game in, several million extra pixels may be needed to achieve what is required, and this takes a lot of computing power.
For those who don’t know what a Pixel Shader is:
Pixel shaders play an important role in determining which video games can be played on the system. There are various versions of pixel shaders available from two leading manufacturers, NVIDIA and ATI. As the pixel shader version is directly proportional to the capabilities of the graphics card, it is important to know the pixel shader version on the installed graphics card.
What is a Vertex Shader:
A programmable function in graphics cards that offers a programmer flexibility in rendering an image. The vertex shader is used to transform the attributes of vertices (points of a triangle) such as color, texture, position and direction from the original color space to the display space. It allows the original objects to be distorted or reshaped in any manner.
The output of a vertex shader along with texture maps goes to an interpolation stage and then to the pixel shader. The pixel shader is another programmable function that allows flexibility in shading an individual pixel. Whereas vertex shaders can be used to completely transform the shape of an object, pixel shaders are used to change the appearance of the pixels.
